Meeting
February 16, 2006

Peg Arguimbau Chairman, Katherine Roth and Hank Langstroth were the members present. Stephen Cremer
arrived at 8:30 p.m.

No Quorum at this point
7:45 p.m. N.O.I. Public Hearing filed by the Town of Sharon for the proposed modifications and repairs to the
                Sharon Community Center, including site grading, stormwater and parking improvements and
                installation of a new on-site septic system at 1 Community Center Drive:

Present: Engineer Anthony Stella, from Site Engineering Consultants. Architect Tom Scarlata, from BH & A.
Abutters/Interested persons. (See list attached). Anthony Stella, Engineer for the proposed project presented to the
Commission a Site Plan entitled, “Proposed Redevelopment of the Existing Sharon Community Center
Facility” revised date 1/16/06. Utility Details Plan Sheet numbers 2 – 4. Site Plan dated 9/19/05, Sheet L1.
He explained to the Commission that the edge of the 100’ Buffer Zone to the BVW’s is outlined in red on the
submitted plan numbered L1. Portions of the southeast and southwest corners of the building intrude on the
100’ Buffer Zone. The blue line on Plan L1 represents the edge of the BVW. Most of the wetland areas of the
site are located along the bottom of the slopes adjacent to Lake Massapoag. Excavation work is proposed inside
the parking lot area for the installation of the septic system proposed underneath the parking lot. The following
proposed work is located within the 100’ Buffer Zone:
The installation of the stormdrain piping servicing the handicap ramp canopy and area drains.
The 20’ x 30’ stormwater retention systems and over flows for the proposed roof drains.
A portion of the new 13,000 gallon septic tank.
The existing site conditions:
The existing site elevations extend from a high point of 277±’ along the entrance driveway opposite
      the northeast corner of the building to a low elevation of 251’ at the edge of Lake Massapoag.
The facility’s stormwater runoff currently flows in an east to west direction along the entrance driveway, through
the parking lot and discharges into the Lake without the presence of stormwater controls.
The results of the soil tests performed on 10/6/05 indicated that the subsurface conditions consist of sandy
soil with coarse gravel intermixed. No groundwater or mottling was located for a minimum depth of
approximately 10’.
The proposed site improvements for the proposed project:  
Pavement repairs and the reconstruction and regrading of the parking lot area.
The installation of a new drainage system for the parking lot and roof areas of the building.
(Installations of two hooded 4’ deep sump catch basins are proposed along the westerly side of the parking
lot to control the stormwater runoff from the parking area and entrance driveway before discharging into a
proposed 80’ x 40’ subsurface retention system. A double catch basin is proposed at the end of the
driveway).
The proposed new Title V Septic System has been approved by the Board of Health with a 5’depth to groundwater separation.
Anthony Stella explained to the Commission that the proposed stormwater system for the project would remove 80% of the
post-development site’s average annual total suspended solids (TSS) load with the installation of the two 4’depth sump
catch basins and infiltration trenches (subsurface recharge system).   
The stormwater runoff from the roof area will be controlled by an internal roof drain system and also directed
into a 20’ x 50’ subsurface retention system located at the back of the facility, due to the flat roof design of the building.
The proposed retention systems are designed for a 100-year storm event. The installation of an
overflow pipe is proposed within the retention system to control storms that might exceed the 100-year
storm event.

Edward Welch, 251 Mountain Street expressed his concern regarding the proposed stones at the edge of the
outlet apron. He questioned if the size of the stones was adequate for the velocity of water flowing from the
pipe, especially, in the back section of the property. Mr. Welch also inquired as to the proposed storage of
the excavated material from the proposed project.
Anthony Stella responded that the stockpiled material will be place outside the Buffer Zone and protected by
erosion control barriers. The excavated material from the parking lot would be removed from the site by the contractor.
Peg requested that a revised plan be submitted to address the Commission's concerns:
An erosion control detail plan showing the siltfence/haybale barrier for the proposed project. The
     installation of erosion control barriers around the edge of the disturbed sloped area of the site and along the
      entire limit of work area. The contractor for the proposed project is required to store any stockpiled material
      from construction of the project away from the Buffer Zone and to protect the material with an erosion
      control barrier.
To re-design the three proposed stormwater discharge flared ends for the retention system overflow lines.
To reduce the elevation of the sloped area across the proposed stone outlet apron.
To use larger sized stones for the proposed stone outlet apron and to increase the stone depth to 12”.
Peg suggested continuing the hearing until March 2, 2006 due to lack of a quorum, DEP file number and upon
receipt of the revised plan.

Peg called for a motion to approve the January 5, 2006 Meeting Minutes as amended.

8:45 p.m. RDA Public Hearing filed by the Sharon Recreation Department for the proposed improvements
                 to Memorial Park Beach within the 100’ Buffer Zone of Lake Massapoag:

Amanda Sloan, Landscape Consultant, appeared before the Commission to represent the Applicant and
submitted proposed plan entitled, “Memorial Park Beach, Landscape Phases 3 & 4, Beach Street at Lake
Massapoag, dated 12/1/05. The layout of the plan is divided into two sections. Sheet 4, outlines the West Side
area and Sheet 5 outlines the East Side area of the proposed project. The total acreage for these proposed
improvements to Lake Massapoag is approximately 14 acres.  Amanda Sloan explained to the Commission
that all of the proposed work is within the 100’ Buffer Zone except for the proposed wetland swale adjacent
to Beach Street.
The following is a scope of the proposed project:
A.)  Shrub beds include the installation of the following native species: Sweet Fern, Bearberrry, Coast Juniper
       and Low Bush Blueberry. A Rugosa Rose is the only proposed non-native shrub. White Pine, Juniper and
       Sourwood trees proposed to be installed throughout the park.
B.) To re-install the historical information art tile posts along the west side of the lake path.
 C.) Boulder bollards are proposed along the lakeside path in place of a group of deteriorating concrete bollards.
(An add alternate to the proposed project)
D.) The installation of siltfence for protection of Lake Massapoag during construction of the proposed project.
The Commission determined that it would not be necessary to install the siltfence for this project.
E.)The proposed installation of granite bollard lights at the top of each stone stairway along the lakeside path
      leading down from the parking lot. (An add alternate to the proposed plan pending the availability of funds).

Katherine Roth suggested that Amanda Sloan seek funds to purchase the bollard lighting from alternative
sources such as the CPA Committee. Katherine Roth is in favor of this type of lighting, as it would not
disturb the environment of Lake Massapoag.
 F.)The proposed installation of stone steps with handrails and shrub beds at each side of the steps along the   
        lakeside path. (The material for the proposed steps is made out of old granite curbing provided by the
        DPW).   
 G.)A proposal to naturalize the stream outlet located at the beachfront swimming area by utilizing dry-laid
       natural stone and wetland plants of varieties to resemble a natural stream feeding Lake Massapoag.
 H.)A modular section of boardwalks for wheelchair access is proposed throughout Memorial Park Beach.
I.)Bicycle racks are proposed in an area near the bathhouse.
 J.) A proposal to modify the existing granite steps located by the bathhouse that maintains the steep eroding bank
and serves as an amphitheater for children. The plan includes extending the stone arc into the eroded bank area the
proposed garden of native type flowers.
K & L.) The installation of four handicap ramps are proposed leading diagonally down the sloped area of the
parking lot to the lakeside path.
M.) A wetland swale is proposed to control the flooding problem in the parking area. The swale will capture, retain
and infiltrate rainwater.
N.)Proposed plans to renovate the central lawn area with a low-growing ecological grass mix that
features a native variety of fescue that is drought resistant needs no fertilizing and is able to endure heavy traffic.

0.)Proposed plans to create a boulder circle sand play area for children near the swimming docks
in an area  of  the pathway away from the edge of Lake Massapoag. (An add alternate to the proposed plan)
A proposal to spruce up some areas of the walkway where small gullies have developed on the cross-slope section
of the walking path. Stones that are stockpiled on the site are proposed to resolve this problem.
Peg called for a motion to close the hearing and to issue the Negative Determination with the following conditions:
The installation of erosion control measures around the stream during the construction phase
of the project.
To contact the Conservation Administrator at the start of the proposed work.

Signatures:
The Commission signed bills. Negative Determination for the Sharon Recreation Department for the proposed
improvements to Memorial Park Beach with in the 100’ Buffer Zone. Letters to the Board of Assessors to
abate the taxes on the following parcels: 38-39, 40 Gavins Pond Road. 29-23-2, 61 Gavins Pond Road.
38-43, 3 Gavins Pond Road. 29-45, 100 Gavins Pond Road. 29-39, 15 Atherton Lane.
